PART 382 · CONSORTIUM · CLEARINGHOUSE

DOT drug testing programs for CDL owner-operators

If you hold your own authority and drive a truck that needs a CDL, you are the motor carrier and the driver at the same time. That means you run a DOT drug and alcohol testing program for yourself: a pre-employment test, a place in a random pool, Clearinghouse queries and the records that prove it all happened. These pages walk through each piece in the order most new carriers set it up.

The testing rules in Part 382 apply to drivers who need a CDL. Many 26 ft box trucks and some hotshot setups fall under the CDL weight line, so check your GVWR and GCWR first; the requirements page explains where the line sits. Federal rules change, so every page lists its source and the month we checked it.

Owner-Operator DOT Drug Testing Requirements

Start here. Who 49 CFR Part 382 covers, where the CDL line falls for box trucks and hotshots, the two roles a one-truck carrier plays, the six test types and what an audit looks for.

New carriers set this up alongside everything else in the first months of an authority. Our page on dispatch for new authorities covers what we ask for before the first load, and the truck maintenance guide covers the records an auditor asks to see on the truck side.
